Not mitigating, no; I think it should be just the opposite. Kids with conduct disorder grow into adults with anti-social personality disorder and need punishment befitting the crime. By mitigating the punishment, the kids learn they don't need to be concerned with the strength of the penalty because they will end up with a lesser charge. We already have enough sociopaths running around who haven't suffered with a strong sentence. End of story.

Conduct disorder is a label for antisocial behaviors of a particularly unacceptable kind. CD needs to be corrected, by whatever means are required, including the exclusion of the disordered person from mainstream society if he is unable to find a way to deal.
