I live in the Burke/Fairfax, VA area. I found a hobbie shop that sells people and animals for train scenes. But I havn't been able to find any good looking food. The size I was looking for is 1" or less.
There were a few places I found listed online, but they are closed now.

Locally, as mentioned, check both hobby stores and craft stores.

There are online places that sell miniature foods as well (from e-Bay sellers to just certain individuals with websites).

If you want to make some of your own miniature foods, it's a lot of fun and most can be done with clay even by beginners. This page at my website has lessons for making all kinds of foods with polymer clay (and many could be done with air-dry clays too), as well as lots of examples:

(..... click on FOODS....)

(..that page also has links to some places where you might be able to buy clay miniatures online, and also to some miniature groups where you could ask about where to buy them as well... for those topics, click on GROUPS and on SUPPLIES at least...).

Have you looked in the dollhouse section of a large craft store, such as Michael's? I'm sure you'll find some there.

if you are crafty enough you can make it yourself.
Purchase small blocks of "fimo" or 'sculpey" clay in various colors.
mold it into the shapes and bake it in the oven.
Afterward you can glue it , paint it..

its fun stuff.
Doing it yourself as well you can pick and choose what kinds of foods you want, in the colors ,sizes and shapes you want.
