the first question has to be why cant you key into it as this is the most obvious answer
you could try tie bars on every other row of blocks but its not as efficient as keying

You dont need to take blocks oyut to key into. A starter kit is fine because if you do happen to get a crack it will be a straight one down the joint between old and new as opposed to being all over if its keyed in. It would be advisable to use xmesh or something on the joint when plastering to try and elliminate the possibility of cracking too.

No offense but is this an exterior wall? I'm very old school but cannot imagine why in 2007 Plaster is still a medium of choice; when so many other valid substitutes exist.

If it's exterior you should probably pour an appropriate footer. You can drill the old; add anchoring bolts or rebar; drill that end of the new; and start setting the block. Interior the same process minus the footer.

a wall starter kit is fine ..but you may need to chop back some plaster from existing wall and fix mesh over joint to prevent cracking

Hi there, unfortunatly sand render olds a third of water, and you can only fill a whole or crack till its full, when render dries in contracts and you get shrinkage accurring in turn bring cracks. You need Protectocoat in. They will put all your problems perminantly right with no more maintanance needed ever
