Most workaholics don't want to spend quality time with his family. That's the farthest thing from their minds.

I grew up with a workaholic father and he always brought work home with him. So, I made a rule with my hubby. You stay at work until everything is done! NO BRINGING WORK HOME! He has some late nights during the week, but our weekends are ours :) I also request he put his cell phone on silent. If something is really important, he'll hear about it in his voicemail.
As for quality time, try to eat meals together when you can. Shut off the TV and get him outside for a BBQ!

Plan activities you know he'll like enough to take the time to spend it with you and the family... if he's into sports, plan a night at a game if it's not cost prohibitive - but the most important thing is to give him plenty of notice so he can plan. Don't expect him to drop everything at a moment's notice.
Talk to him about what is making him a workaholic - don't phrase it like that though - remind him that you appreciate all he does to provide for the family, but you are concerned about the toll work is taking on him and his relationship with the kids??? see if he has any suggestions on what he'd like to do, then it's up to you to make activities as fun as possible without it being a burden on him.
