It would most likely be a fungus known as black spot. If it is black spot then you would need to apply an appropiate type of fungicide used for the control of black spot fungus. Here in California I suggest using Chlorothalonil ( Daconil) . Bear in mind differnt chemicals are registered to be used in different states.
Also make usre the roses are recieving plenty of air circulation, in the full sun all day long, moisture is not allowed to stay on the leaves for prolong peroids of time, any affected leaves are removed both from the ground and the plant itself.Prune back affect plant parts. Disinfect you pruning shears between every cut so you do not spread the fungus. A good solution to use for this is 1:10 bleach and water .
My best reccomendation is to bring in reresenative plant sampels to a certified nurseryperson where you live, this person will be able to diagnose the problem and give reccomended controls.

Yep, you have Black Spot(That's the name of disease.)on your rose. It's not bugs, but it is a fungus disease on roses. You see black spots on the leaves and the leaves will turn yellow and eventually drops to ground. The moisture is causing this disease and it is difficult to manage this with fungicide spray. The best way to control is to take all the affected leaves off as soon as you see it, and rake away all the fallen leaves under rose bush, so the spores won't get to other bushes. You should treat this bush in early next spring with fungicidal soap or some sort. Make sure this rose is planted in sunny area and with a good air circulation.

it is called black spot(a fungus) clean the bed of the leaves and old wood. then spray each week with ortho rose pride. the fungus is best prevented than treated. next spring when the leaves first come out start spraying every two weeks all summer and early fall and you will have no black spot or insects and the rose will be great looking.

Black Spot is the culprit. There are 3 in 1 sprays available, some say a mixture of baking soda and water sprayed on stops it.
