The back of the I-9 Form does not specify if the state issued Driver License or ID Card is required to be current or unexpired.

Yes, it must be a valid ID -- and valid includes unexpired.

Note that when the Real ID Act goes into effect, additional requirements for the ID apply -- and the state issued IDs of some states will no longer be accepted as valid for federal purposes, because those state IDs (even if valid in the state) do not meet federal requirements.
