The brake pads are worn. The brake pads have a tab that rubs against the brake rotors when they are nearly worn out. If you continue to drive with worn pads, they will eventually wear to the rivets attaching the brake material. This will quickly destroy your rotors, making the brake job more expensive.
Also, if you allow your brake pads to wear to this point, you will lose your front brakes, making for an extremely dangerous situation.
The cost of repairs can vary widely depending on make and model of your car, if your rotors need replacement, and the garage doing the work. I suggest using a certified brake mechanic to make sure the job is done right. You don't want to mess around with bad brakes.
Most modern cars use serpentine belts with automatic tensioners. If your belt is squealing, it needs to be replaced. Some belts are easily changed, some are difficult. On both of my General Motors V6 cars, you need to disconnect the passenger side motor mount and jack up the engine to change the belt. Other engines can be much easier.

I would start by checking your brake pads, I am thinking that is what is wrong but I'm not there. Anyway,the pads have tabs on them so when they wear too thin they will make a scratch or squeeling noise, typically scrathcy when you are slowing or stopping, and squeely when you are excellerating or moving. Brake pads are not too expensive. I change my own, but if you can't do that, hopefully you know someone who is willing to help you with it. Otherwise, you could take it to Midas, or someone like that and new brake pads changed out by them will cost around $100.00 or a little more.

Most brake pads are constructed to make a scratching or sqealling noise in order to let you know that the pads need to be replaced.
New pads will run about 30- 40 bucks aprox.

Sounds like your brake pads are worn out, so get your brakes checked. Your right about the loose fan belt needing to be tightened or replaced.

Basically all good answers on here. you have hit the wear indicator on your brake pads. you can have your rotors turned and have new pads installed. Most shops have a ladle that can turn the rotors while on the car. More times than not you will just have to replace the front pads since they see the most wear.

your brake pads need replaced, your hearing the warning sensors on the pads scraping the rotors and your other noise is your serpentine belt squeeling, have it replaced or have the tensioner checked to make sure it's keeping the belt tight.

Disc brakes are designed to make a screeching sound when the brake pads need replacement as a way of telling you to replace them so it's probably that.
But either way, take it to a mechanic and tell them what you've been hearing.

I just had to get my brake pads replaced and it was $260.
98 for the brake pads and the rest was labor/tax.
