Don't lug the engine (i.e. go below about 1500 rpm) but other than that you want to be in the highest gear you can for fuel efficiency, drop down a gear if you need more power (3000 rpm is usually good if you need power).
Around 2000 rpm is probably the best figure to aim at (i.e. don't shift up if you're much below that).

As For the RPMS this Example as fallows :
1st -2nd @2000-2500
2nd -3rd @ 1500-2500
3rd -4th @ 1500
Are You trying to save gas or just find the smoothest shift point
different cars matters because of weight, horsepower, touqre,
4 cylinder, V6, V8 V10 or V12, Diesel, Turbos, supercharged,
Is a lot of people in the car or just the driver, carring a load or not?
all play a part in the RPM shift range.

There's not an actual number of revs' it's more matching the engine speed to the transmission speed.
