To make a long story short, this morning, a man pulled up to the dumpster at my apartment complex, dumped a sealed trash bag with trash and 9 or 10 live rats in it and took off. I called the police because I thought it was a baby or a dog. By the time they got there 15 minutes later, the rats had chewed holes in the bag and came out. The police dismissed it as wild rats in a dumpster attacking a bag. I watched that bag move for 10 minutes with only two other trash bags and no animals at all in that dumpster. The rats acted like domestic pet rats but I can't say for sure. The police blew me off and I haven't heard back from my email to the humane society (I told them I didn't know if this was a humane issue or animal control or vector control). I'm wondering if I should report this to the apartment manager. Whether the guy was cleaning out his house or dumping pets, he dumped a lot of rats onto the property. But if the police blew it off, whats the point?

I did try to get the license plate number. The plate had a plastic cover that was either dark gray or really really dirty and the numbers were completely unreadable. Which added to the suspicion.

Johnny A, for your information I did not really think it was a baby, I thought it was dog but it could have been some dangerous wild thing (it was thumping and scratching!) and I had my little boy with me (who had sneakily followed me out) who I needed to take care of. I tried to call the regular police dispatch since I didn't originally think of a baby, but the recording said there was a 10 minute wait. Since there was that remote possibility I called 911 to be on the safe side only. I also didn't know if that man would come back so I needed to be able to get us both back in the house at a moment's notice.

You can put your own child in danger by leaving him to climb into a dumpster alone with a thumping scratching bag of who knows what that might jump out and attack. I'll pass.

YES, report it to the apt. manager...no brainer there. Also you might check with your city's animal control department. IT's an environmental safety issue - I can't believe the police didn't call animal control for you. Duh. Call them and tell them to get someone out pronto...one of those rats bites my child and I'd own your city free and clear.

I'd tell the manager, and next time if he does it again, get his plate #. Other than that, basically the rats are free now. Who knows why the guy did it, or what he was doing, bt the manager will want to know if rats may be comming into the building.

Good grief! Yes tell the manager. Most units with dumpsters say they are for tenant use only (it is on the dumpster) so they could persue it for illegal dumping. We have done that to folks leaving couches and such at our complex dumpsters. But as for the rats-let tehm know so they can treat for them. So glad I am not your complex manager right now.

Let me get this straight...you called the police because you thought there was a baby in the bag...yet you watched it squirm around for 10 minutes? Wow...I hope you aren't around when someone is drowing...

Well officer, I watched him gasp for air for around 20 minutes before he finally went under...it was awful!
