In the US, you may be required to pay reasonable costs to make copies of your medical records, but you cannot be denied access to them.

If it's worker's compensation- the doctor's office must have a release from the employer.
If you have outstanding charges- they don't have to give them to you.
Most offices actually charge per page for records in my area.

They have the right to charge you a fee for copying your records.

No. They must give you copies if you wish or send copies to any doctor you request. They are allowed to charge you for the copier expenses, but they have to release your records.

I believe it's now an entitlement in UK,don't know about US.
Not sure about copies,but you are entitled to see them

If you are under 18, yes they do.
