Not really possible -- though we can duplicate it partially through a complex set of treaties.
The EU system is a confederate model -- where the EU council sets forth broad policies, and the individual member states/countries implement those policies as they see fit -- the states have more power than the central authority.
In the USA, Mexico and Canada the states/provinces all have less power than the three national govts -- and because of constitutional limits (in the US at least) the states/provinces of those three countries could not be combined into one grand union.
The closest we could achieve is to have laws and treaties passed in all three countries, coordinated by some committee -- that allows the three countries to act in a more collaborative and unified fashion -- and that makes special exemptions to standard immigration and customs laws for travel and commerce within those three countries, as opposed to from outside of the three.
But to actually achieve a European Union like system -- we would need to dissolve the USA, Canada and Mexico and create a new political structure -- and that's not going to voluntarily happen any time soon.

If we allow for a system like that, the value of money would seek the least common denominator, that being the peso value. Both Canada and Mexico thumb their noses at Americans, so I say let them keep their own systems. If they like the Euro buck so much, let them join the European Union. With the value saved by not joining this stupid idea, would allow us to build a big big big fence across the south.
If Mexico was a true democracy instead of a two class system (the extreme rich and the destitute) perhaps the United States should annex them

In order to compete in changing world markets I think you will see such a union within the next 20 odd years or less. You may include a few central and South American countries getting into it also.

You forget. The United States of America started as states united. The federal government has so grown that we have lost track of that. The better question is whether the EU can grow into a United States with a stronger EU government and a united military.

NAFTA is the beginning of a long term economic relationship between the three countries. If its successful this would,I think, lead to a standardized currency. I don't recall offhand if this is a stated goal of NAFTA.
