Depends on which interest groups.

Some pressure elected officials to give them more government cheese, at everyone else's expense. That weakens civil society.

Others try to influence elected officials to make sure the government simply leaves them alone. The fact that they have to spend money just to be left alone is a sign that civil society is already weak.

No. Many special interest groups benefit society: Salvation Army, Red Cross, Legal Aid, CARE.
