Below the ONE on the back. No mint mark means it was main in Philadelphia.

The mint mark if any is indeed on the reverse side (eagle side) below the word one on the left of the coin. The 1928 without a mint mark is a scarce coin, only 954,057 were minted in Philadelphia, none were minted in Denver (D) but some were also minted in San Francisco (S) 1,632,000.

There should be a "P" for Philadelphia "D" for Denver or "SF" for San Francisco somewhere on it. I'm not a coin collector and haven't been since I was a kid but I seem to remember that a coin without a letter was made in Philly. To be sure why don't you take it to a coin shop or go to the library and check out some books on coin collecting?

Look for a tiny letter under the date or somewhere on the face of the coin. For example, a P means it was minted in Philadelphia.
