Cute costume, but too skimpy for my tastes. I would add a blouse or camisole or undershirt under the vest. Or maybe a jacket over it.
As for shoes, I'm no fashion expert. Maybe some black and white pumps. Look for pictures of Bonnie Parker of "Bonnie and Clyde" fame, or search for images of "gun moll", and take it from there.
