I have been told countless times that you are not to pay any money to an acting agency until you've done work. but I have also heard that you are supposed to pay a small fee to the agency but not the agent themselves. How much is the maximum amount that an agency should ask for if this is true??

NO you do NOT pay ANYTHING to the agency, the agent or anyone else until you get a job! There is no seperate fee for the agency. Your agent is the only one who gets paid out of your pay check unless you have othe representation like a manager who will likely get 15%.
