Third Amendment – Protection from quartering of troops.
No Soldier shall, in time of peace be quartered in any house, without the consent of the Owner, nor in time of war, but in a manner to be prescribed by law.

i dont understand what it is exactly saying...

It prohibits the quartering of soldiers (military personnel) in private homes without the owner's consent in peacetime. It makes quartering legally permissible in wartime only, but only in accordance with law. The Founding Fathers' intention in writing this amendment was to prevent the recurrence of soldiers being quartered in private citizens' houses as was done in Colonial America by the British military under the Quartering Act before the American Revolution.

Sure -- it means that the govt cannot walk up to your home, and tell you that it is turning your spare bedroom into a barracks for soldiers because they're full up at the base.

The exception is "in time of war" -- and that applies only to wars formally declared by Congress -- not marketing phrases like the "war on drugs" or the "war on terror" -- the exception is that during an actual time of war, private homes can be used as temporary barracks -- but there must actually be a formal law passed allowing this -- and 5th Amendment takings clause compensation would be required.

It means that the Army (or any other branch of the US military) can't kick you out of your home to use it as a barracks, unless (and this only in wartime) a suitable legislation is passed to cover such an act.

Apparently the US largely ignored this Amendment during the only to major wars to have been fought on our soil since the ratification of the Constitution; namely the War of 1812 and the Civil War.

Nice to have those rights well protected, isn't it??

It means that the government cannot make you house soldiers without your permission and consent. Nothing we really have to worry about at this point in time but still important.

You cannot be forced to allow soliders to come into your home and use it as a place to sleep.
