Under Philippine Jurisdiction, the penalty for attempted murder is prision mayor (with a period of imprisonment of 6 years and 1 day to 12 years) together with accessory penalty of temporary absolute disqualification and perpetual special disqualification from the right of suffrage and civil interdiction.

Temporary absolute disqualification as an accessory penalty deprives the convict of the right (1) to hold public offices and employment which the offender may have held, even if conferred by popular election; (2) to vote in any election for any popular elective office or to be elected to such office; (3) disqualifies the convict for the offices or public employments and for the exercise of any of the rights mentioned during the term of the sentence.

Perpetual special disqualification from the right of suffrage has the effect of depriving the convict PERPETUALLY of the right to vote or to be elected to such office.

Civil Interdiction deprives the convict during the time of his sentence of the rights of parental authority, or guardianship, either as to the person or property of any ward, of marital authority, of the right to manage his property, and of the right to dispose of such property by any act or any conveyance inter vivos, i.e., he cannot sell or donate the property but can make a will.

Generally it is less than the sentence for murder but in my opinion it shouldn't be. Just because they missed a shot doesn't mean that they are any less guilty.

It varies by jurisdiction -- but it may be the same as murder (since the intent was the same) -- or it may be less, because the result was different.

Yes. Intent isn't the only element, the actual harm done is taken into consideration as well.
