The burden of proof in any criminal matter in the US is "beyond a reasonable doubt" -- all elements of each charge must be proven, beyond reasonable doubt. This is different than the burden threshold in civil trials, which is usually much less.

The concept of "reasonably practicable" is that for commercial interests, a company should not be forced to commit effective financial suicide just to comply with requirements. Thus, a company will often be allowed to do just partial compliance, to the limit of what is reasonably practical, and have that be close enough.
