yes using powder does that because the powder is obviously heavier then water. what i do is make enough for the day. take a juice jug add 500 ml of water and 9 scoops of powdered formula then just poor the proper amount in the bottle

I start with the oz of water and add the formula and if it turns out to be more then so be it. My son will eat what he wants of it and reject the rest or demand more if he is still hungry. Plus the instructions on my formula say to start with x amount of water, the extra volume in the formula bottle isn't liquid, it's the formula.
What little bit of extra is made is no big deal, if the baby needs more calories, it will start eating more or more often. If it gets too many it will either slow down on the feedings or gain weight. Weight gain (unless extremely excessive) is no big deal in children under 2, once they get moving you can keep them moving to get rid of the weight.
Remember doctor's give you advise based on text books and averages, they do not account for the individuality of each baby. Right now my boy eats 3 oz every 2 hours or so, with two long sleeps (about 4 hours) so that means 3*12= 36 - 2 feedings (6) = 30 oz a day, approximately. Once in a while he will want 4-5 oz, sometimes he will only eat 2. (baby is 7 weeks old) As long as he isn't hungry all the time, is growing and happy, who cares? The goal is a healthy baby, not a text book baby.

You ARE overanalyzing. If it's a little more or a little less than that, it's ok. The baby won't always finish every drop anyways.
The doc is giving a guideline, not a RULE. So that you will have an idea if something is wrong. However, 16 oz doesn't seem like much at all. How old is the baby?
My 11 month old probably drinks 32 oz or more a day PLUS solids.

To determine about how many ounces of formula your baby should have each day you multiply their weight by 2.5 http://www.babycenter.com/0_how-to-tell-how-much-formula-your-baby-needs_9136.bc . So unless your baby is only about 6 1/2 lbs, you should probably aim for more than 16 ounces. Anyhow, back on topic, you're over analyzing to a certain extent. If you're that worried about it, mix it in a pitcher (you can keep it in the fridge for up to 24 hours), then just pour 6 ounces into a bottle at feeding time and it will be just like the premix kind.

Not sure who "she" is, but here is what I do....
I put the 3 scoops of formula in first, then 6 oz of water. After I shake it up, sometimes, it is a little less than 6oz, so I just add a little more water to make it 6 oz. It says on the back how much each scoop of formula makes oz wise.
Also, after a while you will know exactly how much water to put in to make it 6oz. For example, the formula my daughter uses, adds 1/2 ounce to her bottle, so after I put in the 3 scoops, I add 6 1/2 oz's of water.

well i always add 1 oz. more of water like EX:
i put 3 scoops and add baout 7 oz or a bit more and mix
i like to add more water to it since my baby isnt into just water so thats why i add more water

If you overanalyze this much with a newborn, you're going to drive yourself nuts. I hope you're not this way on the milestones.
Plus let a newborn eat til they are full. The 16oz is just a guideline.

if your baby gets a little more milk each day it can't hurt. He will eat what he wants, and when its enough he will stop, or throw it up.
