If I call the police, they never get here before the smell leaves... and I also don't want the idiot who is smoking it to do anything to my car if he finds out it's me who called. I don't know what to do. He smokes it in the back yard and the smell comes into my side windows and make's my whole house smell. It's disgusting.

Very simple. First off do not call the police. That is such a wuss move. It really shouldn't be a crime, and you will cause such undue stress to another person that your conciensce should be buredened forever.
Heres what you do. Grow a spine, and ask your neighbor to not smoke out back. Explain to him that you don't like the smell and it makes your house reek. Its the same as asking a person who smokes cigars to snuff it. Don't make a big deal out if it. Ask nicely, and I'm sure your neighbor will oblige. Most stoners are pretty friendly.

Since you mentioned that you and your neighbor share a "common hallway" I assume you live in an apartment complex/condo. If so, you could also send an anonymous letter /phone call to the main management office explaining your concerns. If all fail, the bottom line is that weed is illegal and the use of any illegal drug is a crime. You can report them (anonymously as well) to the police.

Close the windows. If you don't want to call the cops, that's really all you can do. Of course you could always ask him not to do it, but that probably won't get you anywhere.

Start submiting real questions. Marijuana does not have that strong of a smell and you are the first person I have ever heard of that finds the smell offensive. You could of course close your window.

Have you talked to him about it? Tell him the smell gets into your house and you don't care for it. I'd be willing to wager he doesn't realize it. Most pot smokers that I've met are pretty mellow people.

Don't worry about someone else's business.
If you are worried so much about a smell you can kindly ask him to not blow smoke in your direction.
or if you are more passive, you can close your window or spray some febreze... maybe even burn insense or light a scented candle.

call the cops and act stupid and go hes got a gun and hang up. You'll have cops there within seconds and if they ask why did you say gun, just say hes using drugs and was going for something at his waist band.
