The difference between them is environmental. Cuba has an ideal climate for growing smooth tobacco. However, trade embargos have been in place since Castro took office, making them illegal to import, or even possess. This is due to the US stand on Castro's domsetic policies.
There are some companines that offer 'Cuban Seed' cigars. Some Central American countries purchase tobacco seeds from Cuba, then grow thier own variety. These are similar, but because they are manufatured in Central America, they are legal to import and possess. The Dominican Republic is also a major manufacturer of Cuban seed cigars, as they have a similar climate.

All of the above are true. However JFK, was less than churlish with the cigar ban. Before putting the embargo in place the White House had 40,000 cuban cigars purchased. Probably the same stockpile Bill Clinton was using when he....ahem...smoked them.
