if its got a vacuum advance unit on it this is why its doing that ,you may have the vacuum line hooked up wrong on it,it should have constant vacuum on it ,and the timing should be setting at around 10 degrees at idle that's for best performance, and mileage, check and make sure you have the right vacuum source hooked up to it,it will be high in time when idling, only when the advance unit has no vacuum will it be low ,good luck with it.

If it has the stock ignition system on it, it is all computer controlled. That means the actual ignition system has no means to advance or retard the timing. The PCM and the module talk to each other and the PCM decides what the timing should be based upon its inputs. When the motor is first started, the module decides on timing, but the moment it starts the PCM takes over. So when you are looking at the timing of the motor while running and the timing connector in place, the PCM decides where it should be. The more advance a motor runs with is generally a good thing.
