according to W3C-CSS standards, a centered element is rendered by a compliant browser using the (width of the parent - width of the element - all the margins and padding) / 2 to give equal spacing on both right and left. keep in mind that unequal padding and margin values can make things appear to be off center. justified text will align to the margins right|left|both.

I would say false - centered text is not aligned at either margin, it is centered between them.

Not necessarily. Centered is just that -- evenly spaced out on both sides of the centerpoint. "Justified" is the aligned with the margins. Right justified, left justified, or center justified (both).
