I have a Samsung DVD-Rom SD-616Q drive. I tried googling it and just got infromation on drivers for it. I need to know if this is a writer or not. I am wanting to copy and burn some old DVD's I have for a friend and i am not sure what this is. Once I know I will know if I need to buy a DVD burner/writer or not. Thanks?

A DVD-ROM is NOT a writer
The ROM stands for Read Only Memory.
For windows this drive does NOT need drivers to read, it will work all on it's own (OK not quite, Windows knows how to do it from built in files)

A DVD-ROM is a read only memory drive, (read only memory = ROM).

You need an actual DVD-RW drive.. (the RW=re writeable).
You can pick one up for about $50-$60 depending on where you go.

A DVD-rom only reads. Does not write.

It is a simple DVD reader like CD rom
It cannot write or burn DVD's.
It can be confirmed in 'my computer'
the label says it all
if it says DVD-RW, it is a writer else not
