my girl has a dog the mailman is scared to come to her house they want her to move the mail box closer they wont let her pick up her mail

Yes he can if he feels he is in danger when the dog is around. Talk to the postmaster to come to a solution.

She has two choices. Move the mailbox as asked, or get (and pay for) a Post Office Box. The Post Office does not have to "hold" her mail in this situation. Mail carriers do not have to take a chance on being bitten, even if they carry spray.

yes he can, my mom used to have a German Shepard that hated the mail man. They would not deliver her mail until she moved her mailbox. Even once the mail box was moved off of the porch, they still had to keep the door shut or the mail man still would not deliver the mail. I don;t blame the mail man, some dogs are scary!

Yes, happened to me too and my crazy want to eat the mailman dog.
She has to either talk to the mailman herself or actually go to the post office and see what can be done to solve the problem.

yes, after a certain number delivery attemps the mail is either sent back as undeliverable or left at the post office for you to pick up before it is sent back
call the post office and see if they are holding it

they can even make her pay for a post office box if she doesn't move her mailbox or get rid of the dog.
