Ironically I would say Israel.
During it's last attack on Lebanon one of the Israeli commanders was heard to ask about " the Arab question"...
When asked by a BBC reporter about why he was indescriminately firing at civilians, an Israeli soldier replied " I was only following orders"...
Flashbacks anyone? I'd laugh if it wasn't so sad.
