What motives could one pick up a nefarious device.

1) curiosity
2) Want to sell it to survive
3) Ignorance (they don't know what the heck it is)
4) Militant Motives
5) Turn it into the police.
6) Recycle it (Use its components for something else. In developing countries they use everything cause they don't have a lot in the first pace).

So far out of 6 possibilities only one can be seen as legit. Personally I don't see a one in six chance as being a reasonable enough motive to kill someone.

How about arresting them and questioning them first. That I could see as a valid and more useful possibility that would not create more animosity's than there already is by a wrongful death.

Considering the stated fact you gave of how 3rd world country's pick up anything. I think baiting is cruel if the reason is to entrap another , this topic is a good one for open talks among all countries as we get to know our self as the world community . I would hope your reasons for baiting can be for the peace efforts between all .
