how to use my computer as a dialer?

Hi, I'd like to use my phone as a dialer for my phone. Is there some way I can attach my phone to the computer and dial out from it? Please let me know. Thanks

I have a VOIP box and somehow want to use my PC as a phone. Can I use my pc as the dialer through my ethernet that is plugged into my Voip box? Thanks
