no ..you don't need mechanical extraction..providing you only fit a loo and wash hand basin ..funny enough you would need mechanical extraction if it had been a utility room ..that's building regs for you !

It may or may NOT be REQUIRED by building code, and I can't answer that because I don't know your city.
Is it NEEDED ? Not typically. Bathroom FANS are really there to circulate HUMID air generated by a shower or bath.
My brother and I installed a ventilation fan in his guest bathroom because his area gets VERY cold in the winter, and leaving the window open was simply NOT an option.

Not having to use "Outdoor" plumbing since 1950, and here in the STATES "VENTING" is to aid in the reflux of sewage gasses, in combination with drain plumbing.
Obviously an open window might aid in removing ODOR from a bathroom; FAN OR NOT; but being that it's 2007; I suspect technology has bounced around the GLOBE in most larger, non 3 world, URBAN areas.

i usually advise it for the following reasons:
1) winter. not fun having an open window with snow blowing in.
2) odor can take a long time to clear out, even with an open window.
3) steam is almost never a problem when using a fan.
4) privacy. frosted windows dont do any good when they are open.

All good answers. My advice is get an extractor fan connected to the lighting circuit, so that fan always runs when light is on. No odor, no cold air.

no, plenty of houses have a downstairs/inside/bathroom toilet with just a little window at the top.
its not conpulsory, unless its for a business, then their might be some crazy rule that states there needs to be.
just double check with your local council planning department, they will know.

cheak with your building inspector ,but in my area the anser is no.( Putting in one though is a good idea because most people don't want to open the window to let the steam from their shower out in January)

A fan is standard requirements for building regs. But if you've got to install lights it shouldn't be a problem anyway.
