The Constitution gives the Fed control over Immigration. It's one of the few areas where they do have legitimate full authority.

Yes, the government is justifies to do so. I got a little ticked when I first saw it in the news but if you go ahead and read the story yes they have that right. The government has rights that normal people don't have. All states and many of their functions are due to the government giving them money for certain programs within their state. If they don't conform to the wishes of the government then those monetary payments will stop but it is still up to that state to make that decision on their own.

I think the federal government is constitutionally able to provide such a program because it falls under the power to regulate commerce with foreign nations. Therefore, the suit is legal; however, personally I think the program is an inappropriate violation of freedom. Employers should be able to hire who they want without government interference.
It is the over-regulation of employers that is driving so many jobs to other countries.

No. it is not "justified" By taking longer the federal government would cause the employer to wait to put the new employee on the job until it responded. The employer would not want to start the employee and train them for the job then be required to fire them. When you need a new employee now!, how long should you wait.
It may however be legal.

Technically yes.states cannot regulate the Federal Government.Nor can they pass legislation that defines the application of a Federal statute.
