in a way, there are really two governments in America. Those elected officials and those they appoint and the regular employees of the Federal Government. They do not change and cannot be changed by any newly elected politician. Such people are usually honorable and have served for many years. But some are political agenda driven and can really reek havoc for an administration they strongly dislike.
They are often the source of leaked information etc.

No. Unfortunately governments have bought into the "next quarter" syndrome that Corporations and Wall Street types have pushed for years to gain short term profits at long term expense. Instead of building for the future we have "100 day" checklists. No one remembers the last boondoggle (where did that $9 billion to build schools in NJ go???) because the next one is grabbing headlines. There's no shadow government, unless you count the shady job are elected officials are collecting salaries and benefits for "doing".
