Low coolant level?
Plugged heater core?
Faulty vent controls?

Check you coolant level first.......

probably the thermostat is stuck open. If the heat eventually starts putting out some heat, than that's your answer. If you can reach it and have a decent socket set, you can fix it yourself for less than $10. It wouldn't hurt to replace the thermostat just to check.

you might want to flush your cooling system, too. to get some gunk out of it. but that shouldn't be the cause.

If you bought the car used, a previous owner may have bypassed the heater core because it was leaking. This would be a more expensive fix.

The heat would work eventually even if the T stat was stuck open. If it was stuck closed you are likely to overheat.
Its probably a valve somewhere in the heating system.
Very low coolant level could cause this as well.

Heater control valve could be bad.
