New York: 16 to receive your driver's permit.

After sitting for a 5 hour driving course, you are permitted to take the driver's test, BUT if you pass you are only entitled to a JUNIOR license, if you are under 18 years of age. So basically very limited driving. In the 5 boroughs, I believe, and correct me if I am wrong, you are not even permitted to drive with a junior license. You must wait until you are 18 years of age.

Once you are 18, you can take the driver's test, or if you have your junior license, swap it out for your regular license, which is full privileged driving.

Another thing to note - if you are 16 years of age, and take Driver's Education and then take the road test, you are then permitted to have a regular license without waiting until you turn 18.

Edit: Ah I have been corrected! Thanks! It has been a long time since 16! :)
