Fair means unbiased and just for all..... the universe runs on inviolable principle of cause and effect and that therefore is the definition of just and fair, the perfect congruity of cause and effect.

I'd say it has to do with equality.

A fair fight would consist of relatively equal opponents. Equal size, weight, and/or skill level.

A fair game would be one that all rules are explained before hand, both sides have an equal understanding of what the game entails. Then, you would probably need unbiased judges or someone to officiate.

A fair rule or law would have to be equal for everyone. All people treated equal.

I know a lot of adolescents complain about things being unfair. I think that's because they kinda aren't equal to the adults that make the rules. The adults are supposed to look out for the adolescents' best interest and make what they think is a fair rule. It may not seem fair to both sides, because they are not equals.
