No medicine can be given without consent to a patient...
Any medical treatment, medicine,as a rule has to be consented to unless I suppose would be if you are in a psychological crises and cant make that decision or unconscious and in a life threatening situation.

None, unless the patient is unable to consent. For example if unconscious, not competent, or under age.

Even mental patients have to give consent unless they are involuntarily locked up.

Not much, unless the patient is unconscious. Then it depends on the cause.
