"I want to talk with you" is used by people who seem to be inviting a conversation, but really want to impose on you - kind of like the medical people who say "How are we today?"

Because the Communist News Network is to damn busy having guest like the Iranian President Ahmadinejad on their channel.Answering tough questions like how his stay in NY is and how many children he has back home.This shouldn't be surprising being that everyone in the media is in the tank for Obama.The bigger question is why is their no coverage of Democrat Tim Mahoney's sex scandal after the way the media buried Mark Foley who Mahoney succeeded?? How about Charlie Rangel who cheated on his taxes?? I could go on but my head hurts from this stuff so I will stop and say one more thing. Who knew that after seven years since 9/11 this country would be on the verge of electing a Muslim with Radical ties to the White House? It goes to show you how dumbed down the people in this country have become!!

When you have to take an appointment to speak to a person, we say "i want to talk with you", usually, an appointment is taken to speak to a person occupying a high position.
When you have to talk to a person who happens to be your friend or an acquaintance, you say "i want to talk to you.?"

Both would be acceptable in informal speech. However, I believe that talk To you would be correct in formal speech.
