Singular noun = is

Even if you leave off the "minutes", "Fifteen" is a plural noun so you use "are": "15 are left."

i agree with kja63. 'There are 15 minutes leftt' is the more suitable one, but if you have to choose between 'is' or 'are', the answer would be 'are'.
