For a 50cc scooter, it's 16 years old.
For a 50cc-125cc scooter it is 17 years old.
If you want to do a Direct Access course to ride scooters up to 650cc, you'll need to be 21.
(A 'scooter' is a type of motorcycle, NOT an engine size.)

Moped (under 50cc and restricted to 30 mph) 16 years of age. You must also have a CBT certificate and a provisional licence.

It depends on the State & Country you live in.
16 years is normal age for most states in the USA.
Just call the State License office where you live.

if it is a 49cc moped/scooter the minimum age is 16 providing you have a provisional licence and a valid cbt (compulsory basic training) certificate.....
that's in the UK anyway not quite sure about any other country....
