I like the navigation button on this web page http://www.thepierproject.com/. Can some one give me step by step instruction on how to achieve the same effect in Dreamweaver 8?

That's a Flash menu... though there MAY be a Dreamweaver "behavior" that will build the Flash for you, you should be aware that there is a price to pay... and I'm not talking about the price of the software.

Ask yourself this... when the spider programs from Ask, Google, and Yahoo come to crawl your site and index the pages, will they be able to do so from the fancy animated menus?

Research stylesheets (CSS). That and JavaScript will give you a close approximation to animated drop-down menus, and it won't confuse the spiders.

As said above, you need Flash and ActionScript, and a fair bit of patience to learn it.
But as you go further in web design, you will, one day not too far, realise that all you have learnt in dreamweaver comes to a dead end: many pretty things you want to do CANNOT be made with Dreamweaver...
