No - it is not true.
I regularly travel in an out of Cuba - always with a laptop. On one occasion, I had to fill in a form on entering Cuba, that I was supposed to show again when I left. Never anything else.
They used to be strict about DVDs - not sure if that is still the case.
The Cuban customs website list prohibited items:
The following electronic equipments:
Freezers having a capacity exceeding 7 feet;
air conditioners;
cookers and electric ranges, including electrical resistance;
ovens and microwaves;
showers; fryers; water heater;
irons not having a consumption exceeding 290 watts/hour with spray or 703 watts/hour with spray and steam; bread toasters.

You can take most electrical items into Cuba except for DVD players, I have no clue as to why they are not allowed or why anyone would want to take one in in the first place, I wouldn't bother with a laptop either as they don't have WiFi in the hotels, but all hotels have internet access for you to use in the hotel foyer, anything else your fine with, never had a problem taking our electrical items through customs when we've been, have a brilliant holiday.

Not true , I went to Cuba in May, I took with me 2 digital cameras , 1 digital video recorder , 1 vhf recorder and an Ipod , none of those things were confiscated and I left them all to my relatives except the digital recorder...if you take each of those items, they are considered for personal use... anyways bellow is the cuban customs website...
The second link describes bestr which items you may carry with you considered as personal :
" this effect, personal items are in addition to clothings and other articles that can reasonably be considered of personal use by the tourist, taking into account the circumstances of the trip, and other items according to the type of tourism, such as:
Photo and video cameras, camping tent, fishing gear, bicycle, sports equipments, laptop computer, equipments for recording and reproducing sounds"
