That's about the right sort of money for an airfare for a side trip. The first thing that came to mind was a discount fare to Tasmania (or even Melbourne for example).
The Sydney Harbour Cruise is an idea. What about a romantic evening/night in, say, the Hunter Valley, Blue Mountains, Beechworth (Vic), Mt Tambourine (Qld) or Kangaroo Valley at a top notch B&B.

How about a Sydney Habour Bridge climb? You might be able to find a package deal (say leaving Sydney for 2 nights in Cairns or some Great Barrier Reef island, flights and accommodation paid)? Or a mystery flight? When I travelled, I really missed food brands from home so how about sending up a food package when they are half way through their trip? There are surfing lessons, flights over Noosa, day trips to Fraser Island (recommended). Or an mp3 player for each parent for the trip (put their favourite songs on it for them) to make the time go faster?

Sydney harbour cruises are excellent. Try captain cook cruises. They have a really nice sunset dinner cruise around sydney harbour and you can buy vouchers online.

How about finding out which travel agent there using, then popping in there yourself to order a bouquet of flowers and a bottle of champagne to be given to them on their arrival at the hotel they are staying in in Sydney, I am sure your parents would love that.
