It normally means that you will have a general "get to know you" interview prior to being called back for a second, more in depth interview.

It is the first round of interview. For instance the job is advertised for one admin officer and 500 people applied and there are 50 people who are matching the person specification and Job description. Then 50 are called and given tests like typing, MS office systems knowledge etc where they cut the size to 15 best. This round is called the Preliminary round or Preliminary Interview

The preliminary interview would involve the human resources department, where they meet you and try and find more information about you. It is likely that they will give some tests (aptitude and personality tests).

Generally they are friendly, get to know you type of interview. Basically they want to know that they can send you to an actual interview without being embarrassed for doing so.
