but the car is registered under you and your moms name, can she be able to get the car out of the impound???

You will have a fine, your mom can get her car out of impound, but if you were in an accident, insurance will not cover a claim that was caused by a non-licensed driver.

She can get it out of impound but she will be in trouble for "allowing" you to drive the car without a license. You will also not be insured.

You will pay deeply with fines and losing your right to obtain a license. The vehicles registered owner can pay to get vehicle out of impound.
