see its really nice and it doesn't look all
hard because of the hair spray u know what i mean?
so i do i get my hair with loose curls like
this and not all hard

I made a hair style kinda like this for my elementary grad last year. All you really need is herbal essences' curl hair spray and a curl iron. Or, you can use those old-fashioned curlers bought for just $5 at your local drugstore, curl it in your hair and sleep with it overnight. The next morning, it might be all curled like you're a witch so wetten your hair a bit, iron dry it and it may turn out wavy.

If you want to be quick and modern, then use a curler. I think your mom would know how because I did the old-fashioned way. :S
Just remember to spray the hairspray when you're done and if your mom doesn't know how, go to herbalessences.com, go to United States and they'll have some videos showing you how. Ignore their product suggestions, you don't really need like 2 sprays and one pomade. One curler spray would do.

You could ask a hair porfessional. Just take the picture to them, but what I do is use a 1 1/2 inch curling iron and just a little of hair spray. It looks pretty similar.

You can do it with a curling iron, on hot rollers, or with a round brush as you blow your hair dry. The trick is knowing how to move your hand to get the specific kind of curl you're looking for. A hair stylist can teach you how to do it easily - I'd say go and ask one!

If you use soft curlers like the user above suggested, your curls won't have very much volume like in that picture of Vanessa Hudgens. I would recommend using hot curlers like these- http://www.amazon.com/Conair-CHV14IX-Instant-Jumbo-Sized-Rollers/dp/B00005A441

After you take the curlers out, use a volumizing hair spray preferably one in an aerosol can, not one with a pump.

Otherwise, you can blow dry your hair with your hair upside down and then use a thick barreled curling iron and flip your hair upside down and spray it with volumizing hair spray.

Don't use hair spray, go to youtube.com, and search "curl with flat iron" if you dont know how already.. Hope this helps. =D

go to a hair salon, buy a big curling iron or even a flat iron and they will show you how to use it properly.

Take it to a GOOD hair stylist and get him/her to do it once for you. Pay attention and ask questions while they do it. They can teach you and then you'll be able to do it by yourself.
