If it was reported as a violation you will receive a Violation email... so look in your emails. It will give you a chance/link to email a "rebuttal" in it, too.
By your "addiitonal details" it does look to be a violation of the Guidelines, because it might be considered a "CHAT" question. Frankly, I don't see it, and I see no harm in a "chat" question.
It may also be a "violation" if it was posted in R&S, because asking about school in R&S might be considered a "wrong category" question.
Frankly, there's been way TOOOO much reporting going on lately!! I think there's some self-appointed YA Question/Answer nazis out there who just sit there and violate people one after another.
Furthermore, the new guidelines allow for way too much subjectivity in it... just WHO defines RUDE or OFFENSIVE, or HURTFUL???

I've found that means Yahoo decided to "hold" it through an automated process. It's held for human review. If the human likes it, it posts 2 days late and where no one will see it. If not, it's a violation notice.

You are kind person I didn't see any reason for it to be not posted, here take some of my points I don't care for those points anyways but they always seem to gather very fast.
They are getting a bit better but not much, we have many good accounts falling aside and the evil spawns faster than we can remove it ourselves.
The problem is anything man made is has flaws and we can't seem to correct all things we make in goodness so the evil takes over cause we give up. That is the shame upon us as the homeless go without care so many walk buy and just throw their loose change.
I can go on forever about this but I will not in here.

No, more likely a glitch. It happens when yahoo gets busy - lots of traffic - the question either gets lost or finally appears, but it's on page two or three.
Which one was it? I looked at your list, looks like the one an hour ago and 56 minutes ago both posted.

That happened once to me. Yahoo was doing something. My question eventually posted, like page 10 or something by the time all was said and done. No answers, of course. Did you try to access it through your profile? Or maybe you forgot to press the "submit" button.
