Nukes always enter the Navy as E-3's, so that saves 18 months right there. Then, after nuke school (year and a half minimum), they're advanced to E-6
From E-6 to E-7 requires 36 months as an E-6
From E-7 to E-8 requires 36 months as an E-7
From E-8 to E-9 requires 36 months as an E-8
Total: 125 months, or 10 years, 5 months.
So, your friends are right to be skeptical. but let's take another look, with some special considerations:
Going from E-6 to E-7 is tough. There are no short-cuts, because the chiefs want you to earn your khakis, and rightly so.
But, once you're an E-7, getting to E-9 can be as easy as saving the ship from a nuclear disaster once or twice. The captain tends to notice things like that. So, those last 72 months of required time can be cut *very* short. (Note that I wasn't kidding, you would have to do something as spectacular as that to get this kind of advancement, but it certainly could happen)
New Total: 84 months (7 years) seems quite feasible, though unlikely.

he most likely started off as an E3, not an E1, due to college credits. E4 is certainly doable within the first 9 months, and if you max out each successive rating exam, you can easily be an E6 in less than 5. Not gonna make E9 in 7 years though, must have time in grade of a few years at E7 and E8. earliest.. say 12-15 for a really really really sh!t hot Sailor.

The only possible way for an E-1 to E-9 would be if the person is side step promoted several times and did something to deserve it like risking his/her life to save others and still be fine to continue on to serve. Also it would have to happen during war time. Other than that isn't possible at all.

the odds are so great against it that its probably never been done except for some special presentation of honor or achievement
the chief exam even though you pass it .. (and its not easy)
doesnt mean you get the rank
cant get the promotion unless there is a job opening per say in the field of your specialty
moving to master from chief is a job in of itself..

Reading your question reminded me of my time in the Navy. I went from E-1 to E-3 pretty quick. I was E-2 out of boot because of time in the Reserves before going active. Took a test & made E-3. Then after surgery that didn't go well, I had an Honorable-Medical discharge. One of my roomates in the barracks went from E-1 to E-4 in less than a year. She had long, blonde hair, big blue eyes, & even bigger breasts. She slept her way to E-4, but she was smart about it. She only screwed officers.There are a lot of ways to make rank. From what I've seen, the faster you make rank - the ranker you have to be. Maybe I didn't answer your question. But, what you described is not only possible, it's probably true. Good Luck & Blessings

It could be possible.
If the sailor in question, enlisted with an advanced degree.
Believe it or not, there are enlisted members of the military, who have doctorate degrees.
The fastest I have personally have ever seen someone make E-9 is 14 years, and I know two people who have done that, one Air Force and one Army.

Sure, the Navy can promote anyone they want up to that rank without needing a commission. Highly unlikely unless the guy was just something amazing and they really needed to. Sounds like something that might happen during WWII or something when there was a shortage of people.
