The Philippines and Singapore as members of the ASEAN has more or less a presumed extradition treaty.

extraditon on some matters not all, even tough the Philippines and Singapore have extradition with many countries, you must mention what matter concerns you,
for example;
the Philippines and Singapore , are not within the Hague convention,
so therefore your question is vague.
