Ask my little cousins who are in elementary school and will never see their father again because he was killed in WTC on 9/11. Ask my cousin, who is a widow in her 30's. Ask my aunt who had to go to the funeral of her only son.
My family certainly doesn't consider 9/11 a joke.
EDIT: Oh, just saw your edit and realized you mean dialing 911, not September 11... Sorry - I misunderstood.
We actually tried to call 911 in Virginia once because my husband's boss called us because he was really sick, then passed out while he was on the phone with us. The problem was that we were in Virginia while he was in Washington, DC and it was like pulling teeth to try to get put over to a DC dispatcher so they could send an ambulance for him. Took us calling back literally 3 times. Granted, it was 1am which probably didn't help, but the guy was really sick and we were afraid he passed out and hit his head in the bathroom (which he did - he needed stitches). The entire thing starting with our first call to 911 took over 40 minutes before the ambulance actually got to him. He could easily have died in that time...

In my area it's a joke. If you have $ or are an important person it works fine. Someone tried to break into our house 5 yrs ago and my pregnant wife called 911 4 times. The pigs didn't show up until 45mins later when the person tried to get into a private church school. When I went down to pig hq, and asked why they didn't show up at my house, the sgt. pig said that they were on "shift change" and that it was more important to protect the kids. I asked that if they showed up at my house first they wouldn't had to "save the kids." He told me to leave and "don't worry about it." I now have the attitude of F THE POLICE!!!!

Who else can you rely upon? If you have an emergency, even if the guy is chasing you around the house, you can pick up the phone and dial 911 then throw the phone and keep running ... and someone will come.

911 works very well when it is not overloaded by idiots and morons who call for non-emergency issues. But any jurisdiction only has so many resources and it is not hard to overwhelm an EMS or police system with limited resources.

and just what did you see on that day. I know what I saw, and I know that Muslims killed more than 3000 innocent ppl that day. If you are unable to view the facts, and decide on your on, then join the Rosie ODonald's of the word and say it is all a hoax and that our government was the one who did it.

in NewYork NewYork it is.
in boston they come with in minutes.
it really depend's on how big the city is and how high or low the crime is in your town. theres too much crime and too litte police
