If he has never heard the name of Jesus and has not trusted Him as his Saviour, then I believe that he is lost just like everyone else who has rejected Him. Romans 1: 18-20 none are without blame, we can see God even in Creation!

Yes this is covered in Romans. We are told someone who has never heard the law will not be judged by it. God is a just God. He is not going to condemn someone to hell who had never heard the name of Jesus.
Romans 2:12 For as many as have sinned without law shall also perish without law: and as many as have sinned in the law shall be judged by the law;
Rom 2:13 (For not the hearers of the law are just before God, but the doers of the law shall be justified.
Rom 2:14 For when the Gentiles, which have not the law, do by nature the things contained in the law, these, having not the law, are a law unto themselves:
Rom 2:15 Which shew the work of the law written in their hearts, their conscience also bearing witness, and their thoughts the mean while accusing or else excusing one another;)
Romans 5:13 (For until the law sin was in the world: but sin is not imputed when there is no law.

Let's start with your assumption that a person is good. Show me where this good person is. I'd like to meet the person.
Jesus said that if you hate someone without a cause then you're guilty of judgment. The holy righteous perfect God looks even at the intents of the heart. The bible says all have fallen short of the glory of God. No one is good but God. Everyone of us are responsible and accountable for our actions for we have a conscience. Having a con (with) Science (knowledge) means we do wrong knowing that it's wrong, for the knowledge of right and wrong is written in our hearts.
People are not sent to Hell cause they haven't heard the gospel. People are condemned already for sinning against the Holy God.
Now having said that, if there is someone who is righteous in thought word and deed, then that person can enter heaven without even hearing of Jesus. You see the "ticket" to heaven is righteousness.
Psalm 24:4 He who has clean hands and a pure heart,Who has not lifted up his soul to an idol, Nor sworn deceitfully.
If you're not righteous and your self-righteous acts are filthy with evil intents and such, then God cannot justify forgiving you but only to give you what you deserve which is punishment for the crimes. But God, in his mercy, chooses to save some by paying the fine himself on the cross for your sins and to satisfy God's wrath on the cross. Now if you repent and put your trust in the salvation found in Jesus, then God can impute Jesus's righteousness to your account as he has imputed your sins to Jesus's account for him to pay for, and now God can justify the wicked and still be Just. Romans 3.
All this for His glory whether you're saved or not. If he saves you, His kindness and justice on the cross glorifies Him. If he judges you, God is glorified for dispensing justice. Meditate on what sins you've committed and how Jesus paid the fine for you; Let it break your heart and cry out to God to save you.

That would be for God to decide. God has instilled the virtues in every human being as to what is right and wrong. Even if they have never heard of Jesus, they can live a Christian life by loving their neighbor as themselves and doing what is right.

I see you are using the common trap. First: There isn't a good man on this planet. Second: You cannot get to Heaven by your good works. Third: I cannot speak for God or what that man spoke or thought so it is between that man and God.

Yes - I believe that our God who created him - would only hold that person accountible for what he knew - and the attitudes of his heart. This person did chose where he was born, and his place in the world. His situation is much different than the person who did know - was given every opportunity - and yet made a choice not to chose Christ.

All those who died before Jesus are like those who live or lived without ever hearing about Jesus.
They will be judged on whether they lived a righteous life or unrighteous life.

There is hope for all sinners
Christ said: Any one that confess his /her sins, the same is forgiven, and I,The Lord, remember their sins no more.
BUT, all sinners has to pay the penalty for that sin.
We are doing baptism for the dead, for all those that never did know or hear about the Living Jesus Christ in all our temples.
