Drugs or brain damage.

There really is no "perfect" happiness. The word "perfect" is rather meaningless when applied to things that are not well defined. You can talk about a perfect circle or perfect square, because those are defined rigidly. Happiness is a mish-mash of emotions, and it is loosely defined by its symptoms.

Therefore, you can't really have perfect happiness. Some drugs can make you feel elated. Some brain damage puts you in a lock don't state where you only feel happiness. However, I wouldn't call that perfect.
